(2021.4.23)新型コロナウイルス感染拡大に伴う感染防止策の徹底について/Alert to prevent spread of COVID-19

 国が新たに「緊急事態宣言」を4月25日から発出する方針であることを受けて,引き続き,下記のとおり感染防止策を徹底するようお願いします。

 なお、3月29日にお知らせしております「令和3(2021)年度 授業等の実施に関する方針」もあわせて、確認してください。 (https://www.hiroshima-u.ac.jp/news/63657)

 また,今後,国及び広島県から新たな方針が示された場合には,今回の対応について変更となる可能性があります。

(1)体調不良の場合の早期受診の徹底について

特に比較的若い年齢層では,感染しても症状が軽い又は無いことも多く,気が付かずに家庭や高齢者施設にも感染を広げる要因の一つとなっていることや,若年層であっても,重症化リスクや後遺症の可能性があることが指摘されています。新型コロナウイルス感染症かどうか区別がつきにくい場合であっても,発熱等の症状,倦怠感などがあれば,しばらく様子を見ることなく,直ちに,かかりつけ医か「積極ガードダイヤル(受診・相談センター)」に相談すること。

(2)「3つの密」(換気の悪い密閉空間,多数が集まる密集場所,近距離での会話や発話が生じる密接場面)を避けることを徹底し,感染拡大のリスクを高める行動により感染を拡大させることのないようにしてください。特に,マスクの着用,手洗い,消毒,換気を徹底してください。

また,感染リスクが高まる「5つの場面」(飲酒を伴う懇親会等,大人数や長時間におよぶ飲食,マスクなしでの会話,狭い空間での共同生活,居場所の切り替わり)における対応や「寒冷な場面における感染対策(基本的な感染防止対策の実施,寒い環境でも換気の実施,適度な保湿)」について,徹底してください。

基本的な感染防止策が徹底されていない,自然発生的に不特定多数の人が密集し,かつ,大声等の発生を伴う行事,多人数での歓送迎会・パーティー等への参加は控えてください。

(3)健康確認と行動記録について

健康確認については、発熱(37.5 度以上の場合または平熱より1 度高い場合が該当)、倦怠感、咳、息苦しさ、のどの痛み、頭痛、嗅覚・味覚異常のどれかひとつでも該当する場合は自宅待機とし、待機期間は,症状が出て8 日経過し、かつ、薬剤服用なしで症状が消失して3 日経過するまでとなります。なお、同居者にのみ上記症状がある場合は、マスク着用、手指の消毒、手洗いを徹底したうえで、登校できることとします。
 健康確認の結果、自宅待機に該当する症状がみられる場合は、【健康状態に関する問診票等】の内容を、チューター又は指導教員あてに,メール等により連絡し,自宅で待機してください。

 行動記録については、感染者が発生した場合に対応するために必要になるもので、広島大学の全構成員に、【健康確認・行動記録票】(Excelファイル)を毎日記入していただき、各自で保管いただきます。保管する期間は最低1か月になります。
なお、【健康確認・行動記録票】については、過去一か月の行動把握ができれば、個人スケジュールアプリ等で代用されても構いません。

(4)国内移動について

 国が「緊急事態宣言」を4月25日から発出する方針であることを受けて、4月25日以降の国内移動について以下のとおり対応をお願いします。

1.緊急事態宣言対象地域及びまん延防止等重点措置実施区域との往来
●実施期間中は自粛してください。
●やむを得ない事情で移動する場合には、次のとおり対応してください。
・事前にチューターまたは指導教員の承認を得た上で報告用フォームに入力すること。
・広島県へ移動した日及び移動した日の翌日から14日間自宅待機(計15日間自宅待機)すること。

※国際交流会館及び学生宿舎に居住する者が自宅待機となる場合は、事前に学生生活支援グループ(E-mail: gakusei-gl@office.hiroshima-u.ac.jp)へ相談してください。
※体調に問題がなく、帰広(移動)した日及び移動した日の翌日から5日間自宅待機(計6日間自宅待機)の後、PCR検査を受けて陰性だった場合は、自宅待機を解除できることとします。
※当該実施区域で乗り換えをして対象外区域に移動した場合、および対象外区域から当該実施区域で乗り換えをして広島県へ移動した場合は、自宅待機不要とします。

2.緊急事態宣言対象地域やまん延防止等重点措置実施区域以外との往来
●感染防止対策を徹底した上で、移動を可とします。ただし、移動先の感染状況や自治体が出す情報などを確認して、リスクの高い地域からの移動及び同地域への移動は控えてください。なお、リスクの高い地域に移動する際は、改めてその必要性を十分に検討し、慎重に判断してください。
●「直近1週間の人口10万人あたりの新規感染者数が5人以上」の都道府県へ移動する場合は、事前に報告用フォームに入力し、チューター又は指導教員にメール等で報告してください。

(1)Thorough early consultation in case of poor physical condition

Especially in the relatively young age group, the symptoms are often mild or absent even if infected, which is one of the factors that spread the infection to homes and facilities for the elderly without noticing it, and even in the younger age group, it has been pointed out that there is a possibility of aggravation risk and sequelae.

Even if it is difficult to determine whether or not you have COVID-19, if you have symptoms such as fever or fatigue, call immediately your doctor or "active guard dial (consultation desk)" without looking at the situation for a while.

(2)Thoroughly avoid " Three Cs" (closed space with poor ventilation, dense place where many people gather, close scene where conversations and utterances occur at short distances), and do not spread the infection by actions that increase the risk of spreading the infection. In particular, be sure to wear a mask, wash your hands, disinfect, and thoroughly ventilate.

In addition, please be thorough in dealing with "five situations" (such as social gatherings with drinking, eating and drinking for a long time, conversation without masks, communal living in a narrow space, switching of whereabouts) and "Infection measures in cold situations (implementation of basic infection prevention measures, implementation of ventilation even in cold environments, appropriate moisturization)".

Refrain from participating in events where basic infection prevention measures are not thoroughly implemented. In particular, please refrain from participating in events, parties, Welcome and farewell party with many participants etc. that are spontaneously crowded with an unspecified number of people and that generate loud voices.

(3)Requests a health status confirmation questionnaire and Movements Record Sheets

For health check, if you have one or more of the following symptoms: fever (37.5 degrees or more or 1 degree higher than normal temperature), malaise, cough, dyspnea, sore throat, headache, taste / smell problem, you will stay at home for 8 days after the symptoms appear and 3 days after the symptoms disappear without medication.

If only the cohabitant has the above symptoms, you must go to school after thoroughly wearing a mask, disinfecting your hands, and washing your hands.
If your health check indicates that you have a condition to stay at home, please inform the tutor or academic advisor of the contents of the [A health status confirmation questionnaire] by e-mail, etc., and stay at home.

Regarding the activity record, it will be necessary to respond in the event of an infected person.
All members of Hiroshima University must fill out [A health status confirmation questionnaire/ Movements Record Sheets] (Excel)every day and keep it by themselves. ..

The storage period is at least one month.
As for [A health status confirmation questionnaire/ Movements Record Sheets], you may substitute it with a personal schedule app, etc., if you can grasp the behavior for the past month.

(4)About domestic movement

This is to inform you that the policy for domestic movement after April 25 has been updated. Please reconfirm the following points before taking action.

【Correspondence policy】
1. Going to and from the area subject to the state of emergency(Including cases where you change trains in the area subject to the state of emergency and move to an area not covered) and the area where priority measures are taken to prevent the spread of disease
●Please refrain from doing so during the implementation of the measures.
●If you move due to unavoidable circumstances, please take the following actions.
・Obtain the approval of the tutor or academic supervisor and fill out the report form(Microsoft Forms) in advance.
・Stay at home for 14 days from the day after moving to Hiroshima prefecture.
* If a person residing in the International House or Student Dormitory is eligible for standby at home, please contact the Student Services Group (E-mail: gakusei-gl@office.hiroshima-u.ac.jp) in advance.
* After staying at home for 5 days, if you take the PCR test and the result is negative, you can cancel the staying at home.
* You do not need to stay at home if you are going to a non-target area and changing trains in the implementation area, or if you are going from a non-target area to Hiroshima Prefecture and changing trains in the implementation area.

2. Going to and from areas other than the area subject to the state of emergency or the area where priority measures are taken
●After thorough infection prevention measures, it is possible to move. However, please check the infection status of the destination and the information provided by the prefecture, and refrain from moving from or to a high-risk area. When moving to a high-risk area, carefully consider the necessity and make a careful decision.
●If you move to a prefecture where "the number of newly infected people per 100,000 population in the last week is 5 or more", fill out the report form (Microsoft Forms) and report to your tutor or academic supervisor by email in advance.
