【Important Notice】A bicycle fine system (blue ticket system) will be introduced.

Effective April 1, 2026, the Traffic Violation Notice System (blue ticket) will be introduced for bicycle traffic violations.

This system imposes fines on bicycle violators, in the same manner as for motor vehicles.

It applies to all bicycle users aged 16 and older.

Violations such as using a smartphone while riding a bicycle will be strictly enforced.

Violation Details and Penalty Fees

　Using (or holding) a mobile phone while riding a bicycle / ¥12,000

　Ignoring a traffic signal / ¥6,000

　Riding a bicycle while holding an umbrella / ¥5,000

　Riding side-by-side on bicycles or two-person bicycle ride / ¥3,000

※Depending on the violation, you may be ordered to attend a traffic safety course or face criminal penalties (a red ticket).
