In general, "Regional Policy" can be defined as understanding local problems, designing policy proposals to solve them, making decisions, and implementing policies through collaboration and cooperation among local actors. However, its content has been undergoing major changes in recent years. First, social issues at the global and national level have come to have a close relationship with regions. For example, there is a growing recognition that policies that approach communities from a local perspective are effective in addressing various social issues such as climate change and decarbonization, waste issues and the circular economy, gender gaps, declining birthrates, stable employment and poverty. At the same time, local governments are being asked to improve their ability of policy-making. High policy making skills are required in order to correctly recognize regional issues from the data in front of us and create effective measures. In particular, for EBPM (evidence-based policy making), we use policy analysis methods such as collecting evidence, considering multiple policy alternatives, selecting evaluation criteria, predicting results, deciding and implementing policies, and verifying effects. The ability to understand and steadily implement these is required. In addition, in order to logically ensure the validity and purposefulness of measures at the project level, it is necessary to consider at least the three layers of "vision," "strategy," and "project" at the planning stage. The importance of such policy management is also high. This lecture will mainly focus on regional population issues (settlement issues, declining birthrate issues, relevant population issues), and students will learn about the effectiveness of regional approaches in solving social issues, as well as the theory and practice of EBPM and policy management for this purpose. |
