Class Objectives /Class Outline |
This course is dealing with Japan’s modern political history. The point of departure is around 1900, just Japan State had been clearly formed under the modern westernized Meiji Constitution. We are discussing what kind of political situation produced so called Japanese way of politics under Meiji Constitution. At the time, "SEIYUKAI" typical Japanese political party was established and modernized young bureaucrats started to decide national policies. Political system around 1900, which consisted of political parties, bureaucracy and Interest Groups had been formed by then, are somehow even now, prototype of latest Japanese political actors. Why and how are they still so, however WW1 changed Japanese society and economy and total war regime under WW2 suffocated political freedom and free economic market. Especially in the course of discussing, we will analyse for the collapse of party politics in 1930 and glancing at how Meiji Constitution authorized a totalitarian military state. Finally, we are discussing how far or near is the (current) constitution of Japan from Meiji imperial Constitution although post-war reforms abolished Meiji Constitution and destroyed prewar political system. |
