Class Objectives /Class Outline |
In this course, students will understand basic theories and concepts related to social security and learn about the purposes, functions and significance of social security in modern Japan. The first part of the course will focus on the structural changes in Japanese society and the development of social security from the prewar period to the postwar period and up to the present, with comparisons to overseas examples as appropriate. In the last part of the class, we will take up the development of the youth employment support system in Japanese society as a case study, and consider its significance and challenges as a social security system, as well as its potential for future development.

lesson1: Orientation The content students will learn throughout the 15 lectures will be explained, focusing on the purposes, functions, and social security systems and methods.
lesson2: Structural Changes in Japan Students will learn about structural changes in Japan related to the social security system, such as changes in population structure, employment and industrial structure.
lesson3: Social Security in Prewar and Postwar Japan Students will learn about the development of social security in Japanese society from prewar relief measures to postwar social security.
lesson4: Social Security in Japan in Recent Years Students will learn about the development of social security in Japan in recent years, with its declining birthrate and aging population.
llesson5: Social Security Overseas This session provides an overview of social security systems in Western societies (the United Kingdom, the United States, Germany, and Sweden).
lesson6: The Welfare State and Welfare Regime Theory Students will learn about the concept of the welfare state and the various forms of social security from Espin-Andersen's theory of welfare regimes.
lesson7: Social Insurance System in Contemporary Japan (1) After explaining the concept of social insurance, students will learn how pension insurance, medical insurance, and long-term care insurance work.
lesson8: Social Insurance System in Contemporary Japan (2) Continuing from the previous session, students will learn about the structure of unemployment insurance and workers' compensation insurance.
lesson9: Public Assistance in Contemporary Japan (1) After explaining the concept of public assistance, students will learn how the public assistance system works.
lesson10: Public Assistance in Contemporary Japan (2) Students will learn about people in need of the welfare system from the concepts of poverty and social exclusion/inclusion.
lesson11: Social Welfare Services in Contemporary Japan (1) After explaining the concept of social welfare services, students will learn about the welfare system for the disabled and the elderly.
lesson12: Social Welfare Services in Contemporary Japan (2) Continuing from the previous session, students will learn about the structure of child welfare and maternal and child welfare.
lesson13: Learning the significance and issues of social security from case studies (1) The background of the young unemployed problem and the evolution of the institutional response will be explained as a case study to learn about the significance and challenges of social security.
lesson14: Learning the Significance and Issues of Social Security from Case Studies (2) We will consider the state of social security based on the actual situation of the Regional Youth Support Station project as support for young unemployed people.
lesson15: Summary of Lecture There will be a summary of the previous lectures and a question and answer session.
