Analyze and observe trends, history, laws, concepts, and social backgrounds. Also, consider ideal ways of special needs education based on a new verson of the teaching guidelines. 
Class Schedule Lesson 1 Reasons for changes from special education to special needs education. (Comparison of laws)
Lesson 2 Special needs education in the world;  Anaysis and discussion of trends in Europe
Lesson 3 Special needs education in the world; the analysis and discussion of trends with a focus on international organizations
Lesson 4 Economic background of special education; focus on the relationship between the Warnock report and the new liberalism. Analyze and discuss their strategies
Lesson 5 Japan's trend of special education; analysis of political history since the special education era
Lesson 6 The relationship between the special needs education system and the School Education Law
Lesson 7 Trends in special needs education (about the relationship between disability-related laws and regulations of different ministries and agencies; the Disabled Persons Fundamental Law, disability basic measures, analysis of the disability measures)
Lesson 8 Analysis and discussion of points needed to be revised in teaching guidelines for special needs education  (general provision)
