This lecture surveys smoke (air pollution) problems in modern Britain. 19th century Britain believed that smoke control could be achieved by "burning the smoke completely," and devices to effectively feed fuel and inject air into industrial furnaces were recommended. It was also advertised that this smoke control was financially beneficial because it would reduce fuel consumption. However, some factory owners who installed these devices claimed that the measures were impractical, complaining that fuel consumption was not sufficiently reduced, and that damage to the boiler would result. These concerns of factory owners were not fully addressed throughout the 19th century. Numerous attempts have been made to demonstrate the usefulness of such devices, and experimental results have been quantified, but the doubts lingered.
 This situation seems to be analogous to the doubts surrounding current environmental issues. Why were effective solutions not being disseminated? In this issue, the proponents of smoke control were criticized for not trying to understand the holes and problems in the measures, while some resorted to extreme opposition. Why was it so difficult to have a calm discussion? In this lecture, we will consider these questions, which are not easily answered.
