| 授業の目標・概要等 |
As the functions expected of the public sector become increasingly diverse and complex, traditional administrative approaches alone are often insufficient to address emerging social needs. In response, many countries have adopted various forms of privatization in public services. This course focuses on the field of education and examines how governments and international organizations respond to challenges associated with globalization.
Drawing on perspectives from the sociology of education and public management, the course explores key policy approaches related to the privatization of educational administration. In particular, it examines the introduction of private-sector ideas and practices through New Public Management (NPM) as well as collaborative approaches such as Private Sector Engagement (PSE) and Public–Private Partnerships (PPP). The course reviews recent international trends and policy frameworks promoted by organizations such as OECD and UNESCO, as well as policy developments in Japan and other countries.
Through lectures, discussions, and case analyses, you students will develop the ability to critically examine privatization in education and other fields. By the end of the course, students are expected to investigate a case from their own country or another country, present their findings, and submit a final report. |

1. Course Introduction: Overview of the course. Introduction to global Issues and changing roles of the public sector. 2. The Changing Role of the Public Sector 3. Education and Globalization: Global trends in education policy and governance. 4. Privatization in Public Policy: Concepts, rationales, and debates surrounding privatization. 5. New Public Management in Education: Introduction of private-sector principles into public administration. 6. Marketization and Competition in Education: School choice, accountability, and market-oriented reforms. 7. Private Sector Engagement in Education: Roles of private companies, NGOs, and philanthropic actors. 8. Public–Private Partnerships (PPP) in Education: Concepts, models, and case studies. 9. The Case of Japan: Education governance and private sector involvement in Japan. 10. The Case of Japan: Education governance and private sector involvement in Japan. 11. Comparative Perspectives: Cases from different countries and regions. 12. Comparative Perspectives: Cases from different countries and regions. 13. Presentations: Presentation of case studies and discussion. 14. Presentations Presentation of case studies and discussion. 15.
