The Public Management is an approach that introduces the concept of management into the activities of local governments and central governments.
When nations and communities face various problems, how decisions are made and public policy is implemented.
Focusing on the role of politics and bureaucracy, we will consider public management with a view to the history and national character of Japan. 
Class Schedule Session 1: Japan’s System of Government and Democracy
October 5 (Mon), 18:00-21:10
This session introduces Japan’s system of government, political institutions, elections, and the basic principles of democracy.
Session 2: Bureaucracy, Information, and the Policy-Making Process
October 19 (Mon), 18:00-21:10
This session examines the history and characteristics of Japan’s bureaucratic system. It also discusses the role of information and public interest, as well as consensus-building and decision-making in public policy.
Session 3: National Land Structure and Public Policy
November 9 (Fri), 18:00?21:10
This session explores the role of the state as a public space, Japan’s national land structure, regional disparities, and current challenges faced by local governments.
Session 4: Public Management from a Global Perspective
November 30 (Mon), 18:00-21:10
This session discusses public management in a global context, including geopolitics, national security, and issues related to international human resources and multicultural coexistence.
Session 5: Governance in Public Management and the Pandemic
December 7 (Mon), 18:00-21:10
This session focuses on governance in public management, regional governance, and the meaning of public responsibility during a pandemic.
Session 6: Public Space and National/Regional Management
December 21 (Mon), 18:00-21:10
This session examines public responsibility in daily life, including public transportation, public facilities, and regional administration. Hiroshima will be used as a case study.
Session 7: Hiroshima’s Peace Policy ? Creating Peace and Praying for Peace
January 18 (Mon), 18:00-21:10
This session explores Hiroshima’s history, peace education, human resource development for peacebuilding, and the relationship between peace education and peace tourism.
Session 8: Public Management, Partnerships, and Human Networks
January 25 (Mon), 18:00-19:30
This final session discusses policy evaluation, the roles of NPOs and social enterprises, and partnerships and networks among various actors in public management.

Based on the challenge consciousness on the subjects shown above, reference study and onsite activities such as hearing and survey should lead to improve the capability to consider such solutions. 
Requirements An active participation to discussions will be expected.
An absence due to unavoidable circumstances such as illness will be considered. 
Grading Method Comprehensively evaluated referring to class attitude, ingenuity and aggressiveness of opinion announcement, and exercises, etc.
"Point Allocation Ratio" attitude including absence: participation: subject reports = 40%: 30%: 30%

Based on this experience, policies of local governments are analyzed and the characteristics of public management is explained.
