Class Objectives /Class Outline |
In Resource management, we have a wide variety of topics and issues to be discussed. In this class, we will focus on the sustainable use of food resources and its management needed. This class has three objectives. 1. Students learn the issues and topics of sustainable use of food resources that have widely been discussed at local level and global level. What happens in tragedy of commons will be an important topic. 2. The recent dynamic changes of utilization frameworks of food resources will be a focal point. We will understand Ostrom's theory on common pool resources. 3. Students study in depth the theoretical framework and development of policy and implementing program for sustainable use of food resources at local level.
Field observation and study in rural communities of Hiroshima Prefecture will be planned. We will study on local resource management in Japan, and have discussions on case studies in Southeast Asia, such as Cambodia, Indonesia, Myanmar, Philippines, Thailand, Vietnam, and any other countries. Students are expected to actively participate into communications and discussions in this class. |

Lesson 1 Topics and Issues on Food Resource Management How do we sustainably use and conserve food resource? Lesson 2 Sustainable Development Goals (SDGs) and food resource management (1) We learn and understand SDGs, through discussions on Goal No.2, No. 12, No. 14, and No.15. Texts and papers prepared by UN (United Nations), UNDP (United Nations Development Programme), and FAO ( Food and Agriculture Organization of the United Nations) are available.
Lesson 3 Sustainable Development Goals (SDGs) and food resource management (2) Why transforming food and agriculture is needed? By referring to FAO's papers, principles and actions for sustainable food resource management are discussed and proposed. We refer to reports of World Food Systems Summit, too.
Lesson 4 - 7 Field survey in Ini village, Aki Ohta town Students are invited to a rice harvesting festival on terraced paddy fields. Ini village was selected as one of the Top 100 Terraced Paddy Fields in Japan. Guided by farmers there, students observe agricultural activities and resource management. Students will learn how farmers and villagers manage scarce resources. How people conserve food, water and forestry resources will be our concerns.
Field survey will be on October 1 (Sunday), all day long.
Lesson 8 (1) Group discussion on the result of field survey, and making a brief report.
(2) Definition of property right: Public goods, private goods and property right
Lesson 9
What is the Tragedy of Commons? Certain natural resources in agriculture, forestry and fisheries are used as common property. People and society have to establish a sustainable framework of management; otherwise, they face the Tragedy of Commons.
Discuss on cases of depletion of renewable resources and degradation of environment in Asia. Students are requested to give a brief presentation on counntry's experiences.
Lesson 10-11 Framework and approach of decentralized resource management
Customary laws and traditions in local resource management are discussed. Lessons learnt through traditional and ecological community-based management in Southeast Asia. Students are assigned to give brief presentations on several case studies.
Lesson 12-15 Feild survey in Sera Town. Before noon, the director of 6th order industrial network in Sera higland gives us a lecture regarding the outlines of agricultural-related activities in Sera Town. In the afternoon, students can paeticipate to one field survey selected by each student from three fields; a cooperative rice farm, a fruit farm and dairy farm in Sera Town.
Lesson 16 (1) Discussion on the result of field observation, and making a brief report.
(2)Discussion on advantages and disadvantages of decentralization, and community-based resource management,
Lesson 17-18
Observation on coastal fisheries maangement around Hiroshima University's Campus. Akitsu area has developed oyster culture in sustainable way. We learn self-regulation and good governance of costal fishing grounds. Lesson 19-20 Elinor Ostrom' Nobel Prize Memorial Speech " Beyond Markets and States: Polycentric Governance of Complex Economic Systems" (Video is available on Youtube.) Her theoretical framework and its development are discussed. Lesson 21 How do FAO (Food & Agricultural Organization and development agencies promote sustainable use of resource management in Aisa?
Lesson 22 Conclusion Our direction towardd sustainable food reousrce management.
Presentation and report.
Two of one-day research trips will be planned, One is to Ini (Aki Ohta Twon) on October 6(Sunday). You conduct field surveys while harvesting rice. Another is to Sera Town on November 18. |
