At the time, "SEIYUKAI" typical Japanese political party was established and modernized young bureaucrats started to decide national policies. Political system around 1900, which consisted of political parties, bureaucracy and Interest Groups had been formed by then, are somehow even now, prototype of latest Japanese political actors.  Why and how are they still so, however WW1 changed Japanese society and economy and total war regime under WW2 suffocated political freedom and free economic market. Especially in the course of discussing, we will analyse for the collapse of party politics in 1930 and glancing at how Meiji Constitution authorized a totalitarian military state.
