授業の目標・概要等 |
Contemporary social problems, such as food safety, climate change and social damages of natural disaster, cannot be solved by any single discipline and we must have a competency to manage, or even initiate, multidisciplinary problem solving. Experts in public administration and public policy should thus be equipped with a multidisciplinary perspective and innovation skills to address various wicked problems. You students will first learn contemporary social problems in public administration by case method. You would acquire deeper understanding on important concepts, such as public-private partnership, and fundamental factors of social problems through your analysis and active discussion on the cases. Some basic tools for holistic problem analysis would also be delivered. In the second half of the course, you will learn skills to create new policy idea based on methodologies of design thinking and innovation science. Basic theories and methods of design thinking and innovation will be offered, and a concrete social issue would then be presented for your practice of policy design. You would finally be expected to develop the competency to practice the methods and knowledge of design thinking and innovation to solve social problems in the real public administration.

(2) Hurricane Katrina Objectives: Clarify the overall structure of problem, find fundamental cause Key concepts: Sectionalism, leadership, severe accident management
(3) Accident at Fukushima Dai-ichi Nuclear Power Station Objectives: Clarify the overall structure of problem, find fundamental cause, design solution Key concepts: Sectionalism, expertise, severe accident management, technology assessment, policy process in a central government
(4) The “Miracle” of Kamaishi: The Solution that Achieved the Miracle Objectives: Learn the problem of tsunami disaster preparation and the methods of problem analysis Key concepts: Multidisciplinary approach, normalization bias, attitude/behavioral change, decentralization |
